CASE STUDY: VENEZUELAN SOE AND SUBSIDIARIES

The oil tanker Icaro was designated by the U.S. in December 2019 for delivering Venezuelan petroleum products to Cuba. The Icaro is owned by Venfleet Ltd., which is domiciled in Bermuda. Venfleet in turn is owned by PDV Marina, S.A., a majority-owned subsidiary of Venezuela’s state-owned oil company Petróleos de Venezuela, S.A. (PDVSA). Venfleet also owns a number of other tankers that are operated by PDV Marina.
